 What is NBOS4 / RTP ?

National Program Of Blue Ocean Strategy 4 (NBOS4) - Rural Transformation Programme (RTP) is an integrated program introduced by the Government under the National Blue Ocean Strategy 4. RTP program was launched by the Prime Minister on 31 May 2011. A total of eight initiatives are being implemented by various ministries and relevant agencies to develop rural areas.

Eight (8) initiative and the ministry leader for each of these initiatives are as follows:Skills Training Rural Population - Ministry of Rural and Regional

    1. The establishment of the 1Malaysia Information Kiosk - the Ministry of Rural and Regional
    2. High Value Agriculture - Ministry of Agriculture and Agro-based Industry
    3. Processing of Agro-Food Products - The Agriculture and Agro-based Industry
    4. Agricultural Supply Chain Management - The Agriculture and Agro-based Industry
    5. University Cooperation - Ministry of Higher Education
    6. Food and Pharmaceutical Security Service - Ministry of Health
    7. Financial Facilities Rural - Ministry of Finance

In the early stages of the implementation of the RTP, National Agribusiness Terminal (FRIEND) in Gopeng Perak will be a pilot project and will be known as the Rural Transformation Centre (RTC). The Ministry and the Ministry of Agriculture and Agro-based Industry (MoA) is the key ministries that will lead the implementation of programs under the RTC is in addition to other ministries such as the Ministry of Higher Education, Ministry of Health and Ministry of Finance. With the implementation of the programs above, the intention of the Government to rural communities more viable and competitive and able to increase the quality and quantity of their products. This will allow the product to be marketed throughout the country and was finally able to penetrate export markets. Indirectly, the income of the rural population will be improved and eventually eliminate extreme poverty and reduce overall poverty.


Initiative RTP

Initiative 1 : Training Rural Population

Initiative 1 aims to provide continuous training opportunities for the rural community centers in rural transformation (RTC) and the surrounding area aimed at increasing the knowledge, skills and ability to increase income, employment and living standards . Among the types of training offered are:

  • Entrepreneurship Training
  • Entrepreneurial Motivation Training
  • Packaging and Branding Training
  • Training Product Presentation
  • Management Training Feed
  • Technical training Fertigasi
  • Air Conditioning Repair Skills Training
  • Welding Technology Skills Training

From now, a total of 15 training programs were conducted in the RTC Gopeng and surrounding areas such as entrepreneurship training, product presentation, packaging, fertigation techniques and repair air conditioners.


Initiative 2 : Establishment of 1Malaysia Information Kiosk

Information Kiosk 1Malaysia is a one-stop information center that combines information and services offered by various ministries / agencies. There are five information kiosks located at RTC and offers a variety of services such as:

  • KKLW kiosk - Information About Infodesa and agencies under the ministry
  • Kiosk JobsMalaysia - Offers services to job seekers and employers
  • Kiosk Center Agri-Food Business Development -Information on the development of Agri-food business community under the Ministry of Agriculture and Agro-based Industry
  • Kiosk Ministry of Domestic Trade, Cooperatives and Consumerism - 1Malaysia Smart Consumer Portal
  • Kiosk MYEG

To date, five information kiosks have been placed in the building RTC Gopeng management to facilitate users to obtain information on offer.


Initiative 3 : High Value Agriculture

There are three major high-value agricultural projects that are and will be implemented as follows: 

a. Vegetable Production Project Premium in Permanent Food Production Park (TKPM) Lodging Projects implemented in the area of 64.77 hectares with premium vegetable crops such as tomato plants, lettuce, beans, cabbage, chili and corn for local markets. The project is helping farmers, especially the youth who are willing to devote to the land by planting vegetable crops. 

b. Dairy Production Project of Safety and Quality Dairy Industry Service Centre (PPIT) is provided to assist small-scale farmers were marketed raw milk. PPIT provide technical advice and test the contents and quality of milk.PPIT will buy and sell raw milk to processing factories / processing itself to produce milk pasteuris, pasteuris flavored milk, yoghurt, buttermilk and ice cream. 

c. Livestock Project Arowana Arowana fish is a high-value commercial species that are unique and only found in the Malay Archipelago. Arowana breeding project is a high-value industry and has great potential. Looking at the current market, these activities can be carried out and bring a good return.


Initiative 4 : Agro Food Processing

Initiative 4 aims to develop entrepreneurs in the food processing sector which emphasizes the development and improvement of the quality of products for domestic and global markets. Emphasis on value-added activities and developing agro-based industry towards integrated national income increase for farmers. Among the highlights product agro-food processing in Perak include:

  • Traditional Cake (eg: Putu Silver)
  • Virgin Coconut Oil
  • Citrus Fruits
  • Salted Egg
  • Cordials / Juice
  • Sauce
  • Crisps (potato / Bananas)
  • Frozen Food
  • Herb


Initiative 5 : The Food Supply Chain Management

Supply chain management is a food product:

  • a re-marketing the concept of rationalizing the management of the supply chain from the farm to consumers.
  • involves the planning, implementation and operational control in the supply chain efficiently and effectively.
  • include movement and storage of raw materials, inventory and finished products from the point of production to consumption.


Initiative 6 : Cooperation of University

the Ministry of Higher Education is responsible for spearheading initiatives to strengthen the fabric of collaboration with universities in Rural and Urban. Student Volunteer Program ( Volunteerism ) and Knowledge Transfer Program (Knowledge Transfer Program ) is the cornerstone of the initiative. The program is expected to create awareness among students and to create knowledge communities for achieving the objective of improving the socio-economic development of 
rural areas. Volunteer activities to be undertaken in this program are as Health for Malaysia, Singapore and Rural Educate Ambassador


Initiative 7 : Security Services Food and Pharmaceutical

There are two main programs to be implemented under this initiative are: 

a. Food Safety Assurance Safety and Quality Food (MOH) is responsible for protecting the public from health hazards and fraud in the preparation, sale and consumption of food. Food security activities are carried out through provisions under the Food Act 1983 and Food Regulations 1985 and the Food Hygiene Regulations 2009. BKKM also offer some recognition to assist the food industry to produce safe food including 1Malaysia Food Safety Scheme (SK1M ) which was launched in November 2010 specifically to help small and medium enterprises (SMEs).

b. Security Assurance Traditional Medicine and Cosmetic Products National Pharmaceutical Control Bureau, Ministry of Health is responsible for ensuring that traditional products are registered and cosmetic modification produced by local advertisers or imported to the local market are safe, effective and of high quality. Manufacturers of traditional products and cosmetics will be assisted in the registration or notification of their company's products.
